In unsaturated air, evaporation enters into the equation.  Very small particles evaporate rapidly, larger ones only slowly.  Very small droplets containing particles (in this case M. tuberculosis) will evaporate until only M. tuberculosis (one to a few bacilli) remain.  These are then called infectious droplet nuclei.
