Proximity plays a minor role indoors as bacilli are dispersed more or less randomly and follow the prevailing air currents.  Outdoors, proximity probably plays a role as the probability of inhaling tubercle bacilli decreases very rapidly with distance from a source case (dispersion of bacilli).

Most importantly for the risk of becoming infected is the length of contact with an infectious source.
